Secure Destruction of Electrical and Electronic Equipment

KAPUTT SEKURO provides secure destruction of electrical and electronic equipment, IT asset decommissioning and documented management of stock intended for destruction. We protect the client’s data, intellectual property and brand. The resulting materials are sent for recycling through TYBET OKO, a company of our group, within the limits of the applicable permits.

The service is designed for telecom operators, manufacturers, importers, distributors and any company withdrawing equipment from use or from sale. A batch may include non-compliant new products, returns, unsaleable stock, fixed assets, inventory items and waste electrical and electronic equipment (WEEE).

Equipment we accept for destruction

  • Telecom equipment and CPE: routers, xDSL and DOCSIS modems, ONT/GPON terminals, set-top boxes, TV decoders and landline phones
  • IT and network infrastructure: computers, laptops, servers, switches, storage systems, network cards and electronic modules
  • Data carriers: HDDs, SSDs, flash memory, USB sticks and other components that may hold confidential information, with the right method set for each type of media
  • Electrical equipment, peripherals, power supplies, cables and accessories, depending on their composition and on the permitted acceptance conditions
  • Industrial electrical equipment, including refrigeration equipment

Batteries, accumulators and components that need special treatment are identified separately. Acceptance of the batch and handling conditions are agreed before collection, based on the equipment list and the risks identified.

ITAD and data protection for retired equipment

ITAD (IT Asset Disposition) is the controlled management of retired IT assets. For batches intended for destruction, the service covers asset identification, an unbroken chain of custody, destruction of the data carriers and documentation of the result.

A router or modem can store passwords, network configurations, authentication data, digital certificates and proprietary firmware. A factory reset alone does not prove that every memory has been properly sanitised. The destruction method must be chosen according to the type of media and the sensitivity of the information.

Environmental permit and certifications

KAPUTT SEKURO operates under Environmental Permit No. 80 of 20.04.2026, within the activities, capacities and material categories it authorises.

The company is certified to SR EN 15713:2023, the Romanian adoption of EN 15713:2023, for protection classes RC/OS, security level 3 and destruction levels P-3/F-3. This certification scope covers the media categories stated in the certificate: P for information in original size, such as paper, and F for miniaturised information, such as microfilm.

For HDDs, SSDs and flash memory, requirements are set separately, according to the media category and the security level needed. P-3 and F-3 are not destruction levels for electronic media.

KAPUTT SEKURO’s ISO/IEC 27001 certification covers the information security management system, within the scope stated in the certificate. It supports information risk management and access control. It does not replace the technical specification of the destruction for each type of media.

Technical references relevant to defining ITAD requirements include NIST SP 800-88 Rev. 2, Guidelines for Media Sanitization, and the ISO/IEC 21964 series on the destruction of data carriers. Requirements for the “Destroy” method and for a verifiable result are set out in the technical documentation of each project. Citing these references does not represent a NIST certification or an extension of the scope of the certificates we hold.

How we document equipment destruction

  • Batch assessment: equipment types, quantities, location, data carriers, security conditions and the destination of the resulting materials.
  • Identification and handover: an inventory per batch and, where required by contract, records by serial number, inventory number, IMEI or MAC address, where available.
  • Documented chain of custody: records of handover, transport, reception and transfer to the destruction operation. Sealing conditions are set by contract.
  • Physical destruction: dismantling and shredding according to the agreed method. For data carriers, we target the components that actually store the information.
  • Confirmation: a handover report and a certificate of destruction, stating the batch, date, quantities and method applied, with an annex by serial number if included in the service.

On request, the client’s representative can attend and the destruction can be documented with photos and video, subject to confidentiality conditions. Equipment contracted for destruction is never redirected to resale or reuse as working products or components.

Recovering value through a permitted recycler

Destroying a device’s function and recycling its materials are compatible steps. Once the destruction requirements are met, the resulting fractions go to a permitted company for treatment and recycling, within the limits of the applicable permits. Ferrous metals, aluminium, copper, cables and circuit boards are separated into dedicated streams.

Precious metals in circuit boards can then be recovered by licensed refineries. Their presence does not mean that the whole device can be valued at the price of pure metals. The actual value depends on composition, concentration, yield and processing costs.

For WEEE treatment, the relevant framework includes Directive 2012/19/EU on WEEE, transposed in Romania by Government Emergency Ordinance No 5/2015, and the Waste Framework Directive 2008/98/EC, as amended by Directive (EU) 2018/851 and transposed by Government Emergency Ordinance No 92/2021. The EN 50625 series is a technical benchmark for WEEE collection and treatment. Recycling standards and information security standards cover different areas.

How the price of equipment destruction is calculated

Destruction services for electrical and electronic equipment are always assessed separately from other product categories. This equipment may contain recoverable materials, and their estimated value is taken into account when we build the offer.

The offer reflects the cost of logistics, inventory, secure destruction, treatment of special components and documentation, as well as the value of the recoverable materials. The degree of shredding and a ban on reuse can change both the recoverable value and the final cost.

Depending on the batch, the commercial result may be a reduced service fee or a positive net value for the client. Terms are set in the offer and the contract; there is no universal price per kilogram for all equipment.

New products and stock intended for destruction

We can organise the collection and documentation of batches recorded by the client as products, goods or fixed assets intended for destruction, including new products, returns and non-compliant stock. The service can start before they have been fully written off the accounting records.

Accounting treatment and environmental status are assessed separately. The fact that an item is still recorded as a product in stock does not exclude waste status when the legal conditions are met. Handover, transport and reception documents are set according to the actual situation of the batch.

The handover report and the certificate of destruction support the file for writing the goods off and for analysing their tax treatment, including whether a VAT adjustment is required. For goods under customs supervision, the operation is organised under the applicable procedure and approvals. Destruction does not automatically lead to a VAT refund or to the cancellation of customs duties.

Request a batch assessment

Send the equipment list, estimated quantity, location and security requirements to info@kaputt-sekuro.com. Please tell us whether the batch includes new products, goods under customs supervision or data carriers. We build the offer around the destruction required and the value of the recoverable materials.
