What is waste management?
Waste management involves the collection, transportation, treatment, and disposal of waste. The primary goal is to minimize the negative impact on human health and the environment.
The importance of waste management
Effective waste management contributes to:
- Environmental protection: Prevents contamination of soil, water, and air.
- Health risk reduction: Minimizes exposure to toxic substances and pathogens.
- Conservation of natural resources: Recycling and reuse/reduce the need for new raw materials.
- Reduction of greenhouse gas emissions: Proper management of organic waste reduces methane emissions, a potent greenhouse gas.
Methods of waste management
- Recycling: Transforming waste materials into new products, reducing raw material consumption and saving energy. Common recyclable materials include paper, glass, metals, and plastics.
- Composting: The natural decomposition of organic materials, such as food scraps and garden waste, into valuable humus. Composting reduces waste volume and improves soil quality.
- Incineration: Burning waste at high temperatures, reducing it to ash, gases, and heat. Although it can reduce waste volume, incineration must be carefully managed to minimize emissions.
- Controlled landfilling: Modern landfills use strict environmental protection measures, such as waste isolation and gas capture. This remains a necessary method for waste that cannot be recycled or incinerated.
Types of waste
Waste classification is essential for implementing efficient recycling, composting, and disposal strategies:
- Municipal and similar waste: Generated in urban and rural areas, including:
- Household waste from domestic activities, shops, hotels, restaurants, public institutions.
- Street waste (papers, plastics, leaves, dust).
- Construction and demolition waste.
- Urban sludge from wastewater and sewage treatment plants.
- Healthcare waste: From hospitals, clinics, and medical offices.
- Production waste: From industrial or agricultural processes.
- Industrial storable waste: Classified according to European norms:
- Class 1: Hazardous industrial waste (e.g., asbestos).
- Class 2: Non-hazardous, non-toxic industrial waste.
- Class 3: Inert waste (e.g., construction debris).
- Class 4: Toxic waste (e.g., medical, radioactive waste).
- Class 5: Large-volume industrial waste (e.g., coal ash from power plants).
- Agro-zootechnical waste: From agriculture and animal husbandry.
- Special waste: Including explosives and radioactive substances.
Selective waste collection
Selective waste collection involves separating and collecting waste according to its type, facilitating appropriate recycling and treatment. Main categories for selective collection include paper, plastic, glass, metal, and organic waste.
Recyclable waste categories
- Paper: Office paper, cardboard, newspapers, and magazines.
- Plastics: PET bottles, HDPE containers, PVC pipes, LDPE plastic bags, PP bottle caps, PS disposable utensils.
- Glass: Bottles, jars, window glass.
- Metals: Aluminum cans, steel cans, construction debris.
Organic waste
- Recyclable types: Food scraps, garden waste, biodegradable materials.
- Composting process: Organic waste is collected, aerated, and decomposed by microorganisms into nutrient-rich compost.
The importance of selective waste collection
- Environmental protection: Reduces the volume of waste sent to landfills and incinerators, minimizing soil, water, and air pollution.
- Resource conservation: Recycling materials reduces the need for new raw material extraction and saves energy.
- Greenhouse gas reduction: Proper management of organic and recyclable waste helps reduce emissions of methane and carbon dioxide.
Selective waste collection methods
- Source separation: Households and businesses separate waste using dedicated containers for each type of waste.
- Collection points: Specialized containers placed in public spaces for collecting different types of waste.
- Collection centers: Specialized locations where citizens can bring recyclable waste, bulky waste, hazardous waste, and other special waste types.
Waste management in Romania
In Romania, waste management activities are regulated by Law No. 211/2011, which implements several European Council directives. The Ministry of Environment and the National Environmental Protection Agency oversee the coordination and implementation of waste management practices. This law establishes the legal framework for selective collection, recycling, composting, and safe disposal, aiming to protect public health and the environment.
Law No. 211/2011 imposes clear obligations on local authorities and economic operators regarding waste management, promoting sustainable and efficient practices. The Ministry of Environment, together with the National Environmental Protection Agency, monitors compliance, ensuring that Romania meets European and international waste management standards.
Accounting for destroyed waste
If the destroyed waste falls under the category of degraded goods, the costs are tax-deductible when calculating corporate income tax, as outlined in Article 25, paragraph 4, point c), subsection 3 of Law 227/2015 – the Fiscal Code. Products that become obsolete, degraded, perishable, or expire and are destroyed prior to commercialization are delivered to an authorized company for destruction/disposal, which provides the necessary evidence of destruction, such as internal receipt records, photographs, destruction reports, and traceability of the waste generated.
